Draft legislation from the Ministry of Transport is being discussed, but has already been declared by many as incompatible with European law, because the plan would provide for German drivers, who would also be subject to the tolls, to be compensated via tax breaks- that would be an illegal competitive advantage for German companies. Should the draft become law, it will presumably only be a matter of time before the first cases come up before the European Court of Justice. If you transport goods on German roads or have them transported, keep up to date with developments regarding the motorway toll.
